    Delegate Miley moves to amend the enacting section to read as follows:

    “That §11-10-13f of the Code of West Virginia, 1931, as amended, be amended and reenacted; and that said code be amended by adding thereto a new section, designated §38-1-17, all to read as follows” followed by a colon.
